Premier Doug Ford made it clear: Ontarians who are raising alarm over the rapid proliferation of artificial intelligence data centers are simply “misinformed” and need to “learn a lot more”. Spoken during an August visit to Guelph, Ford dismissively framed growing community resistance as reactionary.
What Ford failed to explain, however, is what, exactly, Ontarians are misinformed about. His government recently rolled out its “Data Centre Playbook” framework, touting promises of massive future economic output, but the public pitch relies heavily on vague slogans rather than concrete, transparent answers.
- How many of these massive facilities are planned, and who is building them?
- How much public electricity grid capacity is being allocated, and who is taking it? According to the Independent Electricity System Operator (IESO), Ontario has received connection requests from data centre developers totalling over 6,500 megawatts—an astounding volume that represents nearly 30% of the province’s peak electricity demand. The IESO projects that data centres alone will account for 13% of all new electricity demand in Ontario by 2035. This capacity is largely requested by Big Tech “hyperscalers”—like Microsoft (currently expanding its major facility in Vaughan), Amazon, and Google—alongside massive infrastructure landlords like Digital Realty, Cologix, and Equinix that build power-intensive server campuses across the Greater Toronto Area.
- Why should the default state response to legitimate civic concern be condescension rather than information?
Instead of addressing the specifics, the premier relies on a familiar political tactic: framing complex, resource-heavy corporate investments as an unquestionable imperative while labelling anyone who asks for basic math an obstructionist.
Is “Digital Sovereignty” Just a Convenient Scare Tactic?
To justify the rush to blanket the province in computing infrastructure, Ford pointed south, issuing a stark geopolitical warning: “We have two choices, we either do our own data centres and keep our own data sovereignty, or we let President Trump run us over…”
It is a dramatic, nationalistic soundbite, but it collapses under light scrutiny. What does “run us over” actually mean in a technical or economic sense? As University of Toronto information studies associate professor Evan Light pointed out, simply housing physical data centers on Canadian soil does not magically confer digital independence on Canada.
Due to the architecture of the internet, Canadian data frequently routes through physical nodes in the United States regardless of where it originates or lands. Furthermore, if these facilities are owned, operated, or controlled by foreign multi-trillion-dollar tech conglomerates, those entities remain bound by extraterritorial laws like the U.S. CLOUD Act . Placing data centers off a highway in Southern Ontario does not insulate citizens from foreign corporate interests or foreign state surveillance.
The government routinely mixes data residency with data sovereignty. Building massive data centers in Ontario for foreign Big Tech giants merely changes where the physical data centers sit; it does not change who owns the keys. Because companies like Microsoft, Amazon, and Google are headquartered in the U.S., they remain subject to American extraterritorial laws like the CLOUD Act, which allows U.S. courts to compel access to data regardless of whether the server sits in Virginia or Vaughan. Hosting foreign-owned infrastructure doesn’t make Ontario sovereign—it makes Ontario a landlord for foreign digital interests.
True digital sovereignty is achieved through robust legal protections, strict data privacy mandates, regulatory frameworks, and sovereign network routing—not merely by acting as a landlord for massive real estate projects. Is “sovereignty” being used here as a genuine strategic goal, or merely as a nationalist shield to insulate an aggressive build-out from public debate?
Data Centers “Running the Community”: Delusion, Buzzwords, or Distraction?
In defending his vision, Ford made a curious claim, promising that “we’re going to use all that power and all the information to run the community.”
This statement deserves scrutiny. Taken literally, the idea of algorithms and server clusters “running” a community sounds less like a public benefit and more like an unvetted experiment in municipal governance. Taken as political performance, it is meaningless buzzword salad meant to blur the line between private corporate processing power and public service.
What actual local problems are these data centers solving for the average citizen? How does housing thousands of energy-guzzling processors make daily life better or cheaper for local families?
The economic realities of data centres are well-documented:
- The Job Deficit: While the construction phase creates temporary trade jobs, operational data centres are heavily automated. Once built, facilities spanning hundreds of thousands of square feet often employ only a handful of permanent technicians.
- The “Community Park” Leverage: The provincial framework attempts to soften this job deficit by encouraging developers to provide municipal “amenities”—such as building local parks or upgrading community centres—to sweeten the deal. Beyond vague promises, the province’s Data Centre Playbook Backgrounder formalizes this dynamic by turning “community amenities”—like building parks, community centres, or local road upgrades—into an explicit scoring metric for evaluating foreign corporate proposals. Instead of requiring direct long-term municipal tax structures or permanent job guarantees, the government is encouraging tech firms to offer local perk packages to secure approval for grid access.
- The Proximity Dilemma: Promising a park adjacent to a massive, roaring industrial computing park raises an obvious question: who wants to spend a quiet afternoon in a neighbourhood park situated next to a thrumming, high-voltage server facility?

The Real Environmental Costs: Who Pays When the Hype Fades?
The physical footprint of hyper-scale data centers is immense, and the environmental trade-offs are immediate:
- Continuous Noise: Industrial cooling fans, chillers, and backup generators operate around the clock, producing a persistent, high-pitched hum that surrounding communities in places like Northern Virginia and Arizona have fought against for years. While the province promises a separate electricity rate class to ensure corporations pay their fair share, history shows that major system-wide transmission upgrades and grid build-outs are routinely passed down to everyday residential ratepayers.
- Water Usage vs. Closed-Loop Claims: Data centres typically consume millions of litres of fresh water daily for evaporative cooling. Under public pressure, the province highlighted that its framework will prioritize “closed-loop” cooling systems, which recirculate fluid within sealed pipes rather than continuously evaporating local water supplies. Closed-loop systems do significantly reduce ongoing water consumption compared to traditional open-loop cooling, but they require significantly higher electricity draws to operate, shifting the burden directly back onto the energy grid.
While Premier Ford dismisses public concerns over these hazards as “misinformation,” his own government’s regulatory document admits the exact opposite. In the fine print of the media backgrounder (Page 5, Footnote 4), the province explicitly acknowledges that data centre developments bring serious risks: “environmental impacts may include noise (from cooling fans and backup generators), water use and potential contamination, heat, emissions and air pollution from energy use (including back-up generators), and electronic waste.” It is a striking contradiction: citizens are labelled uninformed for worrying about the very environmental burdens the province acknowledges in its own policy footnotes.
More critically, this frantic rush for computing capacity risks prolonging and reigniting fossil fuel dependence. As energy demand outpaces clean generation capacity, grid operators are forced to extend the operational life of natural gas plants, directly undermining Ontario’s decarbonization targets.
This dynamic brings to mind long-term industrial liabilities like Alberta’s orphaned oil wells. If the current speculative frenzy around generative AI cools down, or if technological advances render these massive data centers obsolete in a decade, who cleans up the site? Will taxpayers end up footing the bill for stranded, energy-guzzling assets and degraded local ecosystems?
A Warning on Local Autonomy and Provincial Track Records
Perhaps the most revealing line in the premier’s remarks was a subtle warning to municipal leaders: “I’d sit down with the mayor and council, and we’d consult with the community, but I’d rather go to a willing host.”
This threat is backed by recent legislative changes. Under the newly enacted Protect Ontario by Securing Affordable Energy for Generations Act, the provincial government granted itself ultimate authority over which large-scale projects are permitted to connect to the electricity grid. By centralizing grid connection approvals at the cabinet level, the province has created a mechanism that can effectively bypass local municipal moratoriums—such as those in Oakville or Mississauga—stripping local councils of their final veto power over unwanted infrastructure.
On its surface, “willing host” sounds like respect for local autonomy. But given this government’s history—from overriding municipal planning decisions with Ministerial Zoning Orders (MZOs) to pushing development into the Greenbelt—the subtext is worrisome. Towns like Oakville, which placed a moratorium on data centre developments to evaluate environmental impacts, are being put on notice: cooperate, or risk being bypassed.
Ontarians are not “misinformed”. They are observing a familiar pattern:
- A massive infrastructure push framed as an urgent economic emergency.
- Overblown promises of local benefits that evaporate upon inspection.
- Dismissive rhetoric aimed at anyone asking basic questions about environmental sustainability, grid stability, and corporate accountability.
Before transforming Ontario’s landscape and energy grid to power foreign-owned tech algorithms, the province owes its citizens clear data, complete transparency, and a genuine debate—not dismissive soundbites from a podium.
